It’s a great pleasure for me to be here for the opening ceremony of 2015 Summer Programme of Xiamen Academy of International Law and the celebration of its 10th Anniversary. As a Chinese saying goes, “it takes ten years of hard work to edge a sword”. During the past decade, Xiamen Academy of International Law has gone through a journey from small to large,making remarkable contributions to the teaching and academic exchanges on international law. On this occasion, on behalf of the Ministry of Foreign Affairs of China, Vice Minister Mr. Liu Zhenmin and all the colleagues from the Department of Treaty and Law of the Ministry of Foreign Affairs,I would liketo extend our warmest congratulations to the 10th Anniversary ofthe Academy, and to express our high respect to people from various circles who have made contributions to the development of the Academy.
This year marks the 70th Anniversary of the end of the Second World War and the founding of the United Nations. Since the end of the Second World War, international rule of law has traversed a zig-zag course, but moved forward in providing an important institutional safeguard for the promotion of world peace and common development. In today's world, acting in accordance with international law is the common sense, whereas breaching international law is unpopular. The ancient Chinese believed that "law is the yardstick for measuring all things under the heaven". China has consistently acted as a strong defender and active builder of international rule of law. At the meeting commemorating the 60th anniversary of the Five Principles of Peaceful Coexistence held in June last year, Chinese President Xi Jinping pointed out in his address that countries should make joint efforts to promote the rule of law in international relations, abide by international law and universally recognized basic principles governing international relations, and apply common rules to tell right from wrong and pursue peace and development. This is an incisive exposition of China’s firm commitment to upholding and promoting international rule of law. Four months later since then,the Fourth Plenary Session of the 18th CPC Central Committee made important arrangements on comprehensively promoting rule of law,in which it has been emphasized to firmly uphold and promote international rule of law. In April this year, the 54th Annual Session of Asian-African Legal Consultative Organization was successfully held in Beijing. In the Inaugural Address, Chinese Premier Li Keqiang once again illustrated the determination and efforts of China to actively promote the communication and cooperation on international rule of law. This morning, we just held the launching ceremony of China-AALCO Research and Exchange Program on International Law. This program is funded and set up by the Chinese government, and it sets the best example of China in honoring its commitments to promote international rule of law.
In recent years,the factor of international law is becoming increasingly prominent in the diplomatic affairs of China, and the Department of Treaty and Law of the Ministry of Foreign Affairs is also faced with increasing workload. Under such circumstances, it is even more important and pressing for us to stay in close coordination with the academia of international law. Since 2011, the Department of Treaty and Law has signed Framework Agreements on Cooperation with many renowned universities including Xiamen University, and has launched the exchange programs of inviting scholars to jointly deal with legal issues of foreign affairs, which all prove to be a great success. In the future,the Ministry will continue to promote the cooperation with academia. We will continue to strongly support and actively participate in those programmes that are devoted to promoting the exchanges between legal practitioners and academia of international law, including the Summer Programme of Xiamen Academy of International Law.
How time flies! A decade has passed. Based on the platform of Xiamen university, a prestigious university in China, Xiamen Academy of International Law aims to be an independent, permanent and world-renowned academic institution on international law. After ten years of development, it has made remarkable achievements. The current trend of international rule of law is still in the ascendant. I believe that if the Academy can actively follow and devote itself to this trend with its unique advantages, it will enjoy a more brilliant future. The Department of Treaty and Law will continue to provide strong support and work in close cooperation with the Academy.
